Whose wishes are sounded?

There is the only way to understand the declaration of foreign minister of Chernogoria Branco Petrovic. In his interview for a British newspaper he explained this opportunity. The authorities of Yugoslavia has begun forming of special forces of military police. ‘It is unconstitutional and provocative, if the Republic leaves Yugoslavia the last can block this process. And moreover these forces can be united with the troops of the Yugoslavian Army, being there.’

So, the authorities of Chernogoria gives a hint to West about their readiness to leave Yugoslavia. The question is how Belgrade can stop it. But a more important one is whether the inhabitants of Chernogoria agree with putout of URY, whether the referendum about it has passed, whether any question sheets have been delivered? Not! But whose opinion was expressed by the words of Petrovic? His citizens or certain military block?…
